Early Environmental Coordination Checklist, Permitting, Regulation, Environmental protection, Compliance, Williamsburg, Mill River, Mill River Greenway
The Mill River Greenway is a shared-use pathway that will facilitate safe pedestrian and bicyclist travel between Williamsburg and Haydenville, Massachusetts. The engineering firm Vanasse Hangen Brustlin, Inc. (VHB) is responsible for the Route 9 —Main Street Mill River Greenway project. Their designs are nearing the 25% Design Submission, which requires completion of the Early Environmental Coordination Checklist (EECC). I completed the EECC for VHB.
Prior to completing the EECC, I researched it to learn more about its evolution and to compare it to other states’ environmental forms; it was comparable to environmental evaluation forms in California and Kentucky. From this knowledge and my experience completing the EECC, I then reviewed it. In my assessment, I commented on aspects of the EECC that were particularly effective, like its physical layout. However, I also noted areas of the EECC that could be improved, like the instructions it gives and the online tool MassGIS Oliver used to aide its completion.
In addition to completing the EECC on the Route 9—Main Street Mill River Greenway project for VHB, I recommended improvements to the EECC form itself that would streamline the process of its completion. Despite these proposed changes, I found the EECC was effective in screening projects for environmental compliance. The changes I propose to the EECC and its process help ensure the EECC remains an appropriate tool for environmental evaluation of future projects.
