Abstract

The January 2025 implementation of a ceasefire in Gaza created an opportunity to consider what government restructuring and state-building in Gaza and Palestine might look like. At this pivotal moment in the course of the Israeli-Palestinian conflict, many experts are currently discussing the increasingly relevant question of governance in post-war Gaza. Using a triangulating analysis of the past failures of the Palestinian National Authority and Hamas as governing bodies, public opinion data from the Palestinian Territories, and case studies of government structures in the Republic of Cyprus and Northern Ireland, this paper makes recommendations for an improved Palestinian government structure assuming a Palestinian state has been established.
